  • reduce resource use and waste through efficiency and dematerialization,
  • reuse and redistribute products/components,
  • repurpose products/components for new applications,
  • maintenance and repair to extend life and preserve function,
  • performance-based / product-as-a-service approaches,
  • sharing models that improve utilization rates,
  • refurbishing and remanufacturing to restore utility with quality control.

Actions to recover value

Value recovery focuses on recapturing value after use, particularly when retention is no longer feasible. It includes:

  • reverse logistics and collection systems,
  • cascading (using outputs in another process or application),
  • recycling and material recovery pathways,
  • structured waste management processes,
  • and (where relevant) energy recovery, while still encouraging higher-value options first.

Actions to regenerate ecosystems

The standard includes actions to protect, restore, and regenerate natural systems, recognizing that circular economy should support ecosystem health and resilience. This is positioned as more than “offsetting” and more aligned with reducing harm and actively improving ecological outcomes connected to resource flows and value networks.

Actions to support the circular economy transition

This section covers enabling conditions that make circular actions viable and scalable:

  • Education and research to build organizational capability and shared understanding.
  • Innovation to develop new materials, processes, business models, and measurement tools.
  • Collaboration and governance across value networks.
  • Customer/user engagement to support correct use, reuse, and return flows.
  • Policy and legal frameworks (and organizational readiness for them).

  • identifying drivers, constraints, and enabling factors,
  • and clarifying risks and opportunities associated with circular transition.

Define purpose, mission, vision, and goals

This step connects circular economy to organizational direction and intent. It includes:

  • defining why circular economy is pursued (purpose),
  • shaping mission and vision to reflect circular ambition,
  • establishing goals and targets aligned with value creation, stakeholder needs, and resource stewardship.

Strategic priorities and action plan

This step translates direction into a practical roadmap. It includes:

  • identifying and selecting strategic priorities (based on materiality and feasibility),
